The Resumé of Mark E. Rubin

Executive Director of Government Relations for VCU and the VCU Health System, Virginia Commonwealth University.  Develops strategies, manages and coordinates government relations activities on the state, local and federal levels in support of the mission of the university and the VCU Health System.

Counselor to Governor Timothy M. Kaine of Virginia from March 2009 to January 2010. Provided legal counsel to the Governor and his cabinet and served on the Governor’s leadership team.

Senior Advisor and Deputy Counselor to Governor Timothy M. Kaine of Virginia from January 2006 to March 2009.  Provided advice on budget and other governance issues; represented the Governor before the General Assembly as part of his policy team; and mediated and facilitated public policy issues.

Mediator and Arbitrator at The McCammon Group, Ltd, Richmond, Virginia from 2003 – 2005. Served as a full-time mediator and arbitrator with experience in public policy, professional malpractice, personal injury, securities, employment and business disputes.

Partner at Shuford, Rubin & Gibney, P.C., Richmond, Virginia from 1978 – 2003. Practiced law with an emphasis on legislative, administrative and commercial law representation. 

Adjunct Professor at the University of Virginia, College of William and Mary and the University of Richmond Schools of Law for over ten years.  A.L. Philpott Adjunct Chair of Law at the University of Richmond School of Law, 2010 – 2012.

Mark is a 1976 graduate of the University of Virginia School of Law.  He received his Bachelor of Arts, Phi Beta Kappa from the University of North Carolina, Chapel Hill in 1973.
